It means that she has no boundaries to be texting someone at that time of the night unless it’s a emergency, unless the two people agreed that texting that late is okay.

It could mean a lot of things but it’s probably to hook up is the best guess. Anyone who doesn’t have boundaries with me isn’t worth my time. Especially if I tell someone once not to do that. But some people like to push to see what they can get away with.
