Ex is a jerk with narcissistic tendencies. He keeps dropping in between and then ghost.

Last time we met at theatre, we both didn't talk to each other though sat next to each other. He made his friend move seats so we both sit next to each other in for the entire length of the movie. In fact I heard him shifting blame of the split on me.

Yesterday during lunch, he double texted me asking if Im in the town? Should I respond with a NO or shall I ghost? Is it a booty call?

Don't know if it's exactly a booty call, but he's definitely trying to keep a connection with you. He either does want sex or is hoping you guys might get back together.

You said he is a narcissistic jerk and you clearly don't like him or want to stay with him. That's good. He even tried to be self-serving by blaming the split on you in the hopes that you would hear him say it. What a piece of shit. Don't respond to him. Even saying "No" will give him some kind of hope that he's got a foot in the door. It will say to him that you got his message, you saw it, and felt like you should answer, even if it's a No. He will think he can keep texting and try to pull you back in. Not responding lets him know there is nothing to talk about because you guys are done and you don't want to stay connected to a narcissistic jerk.
