Be as forward as possible. Guys aren't as dumb as some think. What's going on here is one of three things.

A. He gets the hint, and either doesn't like you, or is already committed to someone else.

B. He gets the hint, but like most men, have been wrong about the hint before and were burned for it. Safest to assume its not a hint, and girls are just like this.

C. He is dumb, and just doesn't get it.

Small bits of physical contact, asking him on a date, specify that it is a DATE, and you aren't just hanging out.

Men communicate clearly. We generally say what we mean. To effectively communicate with a man, you must do the same.
