Guy I was hooking up with wants to be friends?

I met this guy at a party in the city. We hooked up and dated for 9 days. It was fast and i fell in love. He then hits me with "I'm not ready for a relationship but I really want to stay friends because I really like you". I say no to this because I can't be friends with him.

A week goes by and we see each other at another party. We end up going home together (drunkenly) and I tell him lets just go home together and not speak ever again. We have sex and he leaves in the morning and i hear nothing from him. Four more days go by and he texts me out of the blue to let me know that he's going on this weekend trip that my best friend's boyfriend planned. So now we are going to be stuck in a cabin together for a weekend coming up. After we talked about the trip, I ended up going over to his apartment later that day and we watched a movie and hung out... he didn't make a move. We've been texting all weekend. It's all super friendly and he calls me to talk.

I don't know why i let this happen. I'm just so confused... does he like me or does he genuinely want to be my friend? I can't be his friend because I am in love with him. What is this weird behavior. Can this ever turn into a relationship or is he stringing me along?
