Do you stare/hold eye contact with people you find attractive?

For context, there is a cute guy who I’ve seen staring at me. When I look at him, he will smile and/or say hi too.

It happens mostly when he is walking near me, or we are walking towards each other. He almost seems fixated on me, he will be staring at my eyes. Then when I look at him, he smiles.

This doesn’t happen all the time, sometimes it’s just a few glances at each other.

I usually avoid eye contact with people I find attractive, but there was one girl who i couldn't stop staring at. She caught me a few times, and I was like a deer in headlights.

I like it, I stare at him back but I’m not sure he’s doing it because he finds me attractive or not

As a guy I wouldn't usually go to ghe effort to looks girl straight into her eyes and flash her a big smile unless I thought she was something special and probably had a liking for her. Some girls don't stare back though do I'm pretty sure he's picking up on that.

Thank you. I should also mention the first time I spoke to him, he went through a phase of ignoring me. He completely turned his head away.
And now we talk more often. He stands really close and I can see his pupils are dilated
