Well that really depends if you’re interested in him tell him you are…. Plain and simple. Don’t wait around too long because people can loose interest over time they can decide it’s not worth the risk, they can get nervous planning on it but then someone else catches their attention moving on, or anything.

At the end of the day just ask him how he feels and express how you feel. Express you’re either attracted or that you see him as a good friend but not romantically if you’re not. That will let him down easy, give closure, so he’s not wasting his time, or your time as well as doesn’t make the friendship awkward. But also not judging him for how he feels because sometimes attraction can be one sided.

I don’t know how you feel about him but talk to him. He’s the one who knows this but the signs point to yes. But friends also sometimes buy things for friends. Does he buy things for other people? Things like that but regardless just talk
