What does it mean if guy waves his hand with no smile but staring at girl?

My crush is super shy. We haven’t had much chance talk with him yet but when we see each other, I try to be friendly (I am also shy) by waving hand with smile. He waves me back but no smile, staring at me.

Does it mean anything?

I wouldn't take that to mean a whole lot. It is probably not something he conciously thinks about. If he is shy he may not smile at people because that is an inviting type action that would possibly make others approach him. I think it is more him doing the bare minimum. I wouldn't overthink this too much to mean anything one way or the other. The bigger issue is that you are both shy per your admission. That is going to be tough if you both like each other. It will be a standoff as to who will have the courage to actually make a move. Depending on how shy you both actually are it may be that no one does and this becomes more and more awkward. One of you is going to have to summon the courage to break the ice.
