What is the meaning behind someone valuing you when you have been broken up for two years now?

It all depends on the context. Usually it's someone saying something along the lines of "you are someone I think highly of and who means a lot to me"

But it's context dependent as to whether he was saying "you were important to me when we were together, I think highly of you"

or
"I think highly of you and want to get back together"
