That's a thought provoking question. I suppose the answer is different for different men.

All women are female, so that means they are feminine. But not all women strike me as feminine.
The image of femininity that pops into my mind has to do with delicacy and softness, not that a feminine woman can't be fit, athletic and have stamina. She can certainly hike, camp, garden, play sports and get dirty. But a feminine woman doesn't have a body builder physique. She doesn't swagger. She moves and walks like a woman. She has a soft, female voice.
Her flesh is smooth, soft and tender. She cares for her hair, skin and nails, is clean and well groomed.
She wears a tasteful, minimal-looking amount of makeup that make her glow and look fresh, accentuates her eyes and makes her lips look moist and tender.
She dresses in a feminine manner that differentiates her from men and tomboys. She might wear pretty skirts or dresses, high heels, bows, frills and accessories like necklaces and bracelets. Feminine girls often show skin - legs, arms, shoulders, upper chest, maybe some cleavage and midriff. But they don't look like low-class, wanton sluts with grotesque makeup and their tits and asses hanging out. For me, personally, they don't have ink or piercings. Instead, they have a wholesome, girl next door vibe that makes them look delicate.

They may come off a bit shy or wary, but they are also plucky and bold enough to be fun loving and engaging.

She isn't afraid of men, but she is sort of awed by their looks, size and strength. She wants to be held in a man's arms. She will melt into him and cuddle. She wants a man who will make her feel safe and secure.
She will make a man feel masculine by allowing him to be chivalrous and treat her like a lady.
She's smart. She has a mind of her own and isn't an obedient door mat, but she will allow her man to lead as long as he treats her with courtesy, dignity and respect.
She makes a man feel like a man.

She is not self-centered, overly materialistic or money hungry.

She is not loud or vulgar even though she isn't a prude.
She is dignified but down to earth and not stuffy.
She is gracious and polite.
She is empathetic, kind, caring and nurturing.

She likes men, loves sex, knows what turns men on and what men find attractive about women.

Just as the definition of 'masculine' can differ by female perspective, the definition of 'feminine' can differ by male perspective.

For me, a feminine woman is one that does not try to compete with men in every category. They don't try to be dominant as they are more on the submissive side. They don't try to have big muscles. They prefer dressing in women-only clothing styles like dresses, rompers, skirts, blouses, etc.

The traits I associate with a feminine woman are empathy, nurturing, kindness, and having a gentle supportive approach to social interactions. Their body language is less aggressive. It's more about gentle gestures and a slower pace.

Now I'm not saying that a man cannot have those traits, but that is what makes a woman feminine in my opinion. When she embodies those traits and characteristics, I'd find that to be a very attractive woman.

Oh I think feminine is one of those concepts that is obvious - you know it when you see it - but also has a will of the wisp nature. There are some broad areas.

Physical. wide pelvis/hips, narrow waist, breasts are obvious but it also goes to how a girl's body moves. Female connective tissue is more pliant than the same tissue in men so there naturally more movement in a woman's body. Some women deliberately - I think - make their movement more rigid and I would think they are less feminine intuitively.

Appearance. Beauty is a 3 trillion $ industry so there can be no pretense beauty is not importance to women. And no pretense women women going the to effort to look beautiful is not a feminine attribute that men like. Sundreses etc. There are certainly types of clothing that men consider are more feminine than others.

Personality & character. There are a raft load of these: agreeable, considerate, nice are some of the pleasant ones but there are unpleasant ones as well. Passive aggressive, suddem emotional melt downs are two. Even though unpleasant we are going to see them as unfortunate feminine traits.

To me it’s very abstract in a sense that masculine and feminine have very similar concrete qualities

But the delivery is different.

When a woman acts natural and doesn’t force herself to be masculine to fit some social rule she will be feminine by default

The same way men left to their own vices will be masculine by default

I see several levels of ''feminine'' - here are some:

the sarcastic level - over-communicative, addicted to shopping, dressing up, make-up, hair style and looking right in general.

the natural level - emphasis on emotional aspects in life (''opposed'' to the logic ones)... this isn't a rating - both have their place

the practical level - bad at parking, good at avoiding accidents ( :P )

the work level - competent, performing, serious - but a pain in the arse in higher positions

the durability level - longer lasting, but at a higher rate of wear and tear compared to men

I see... A woman in a summer dress, instantly. But if I try to adjust this vision, to elaborate, then I start wondering, have I seen femininity from a woman in jeans? Yes I have, clearly.
