A guy and I have shown signs of mutual attraction for nearly a year, but the timing always seems to be wrong.

First I had a boyfriend then we broke up, so I told the another guy I liked him. He then told me he had a girlfriend and had just got with her. I accepted that and now found he leaks signs around me, like daily. (We work together). It’s not like we are friends or anything, but he continuously seeks my attention etc.

I think you may over think this. Guys aren't good at being subtle. What you interpret as flirting, may be intended as playful or polite. We're really only clear in direct, declarative statements.
