What does it mean if he hasn’t said or done anything when he knows that I like him? What should I do now?

I like a coworker of mine (I know, I know) and have been trying to show my interest by spending time around him, making eye contact and smiling, playfully teasing, doing favors, etc. I had a friend tell him that I’m interested in him while making it seem like she was doing it without my knowledge (to test the waters without throwing myself completely under the bus). Well, apparently, he knows that I like him (or had a suspicion) based on how I’ve acted around him. He quite literally said, “Oh I know” in what seemed like a lighthearted tone, but nothing else. We’ve had playful and slightly flirty interactions (during which he supposedly knew I like him) prior to my friend sharing the secret. I’m just wondering, if he knows I like him (both before and after confirmation from my friend), why hasn’t he said or done anything about it? Does it mean he’s not interested? For some added context, he has been rejected by two other coworkers in the past. Just looking for some friendly insight
