What's it mean?

What does it mean when a guy says that he likes a girl but then deletes her off Snapchat because she said something he didn't like but when she calls him he answers right away and when she says if you don't want me to talk to you just say the words he doesn't say the words but then he says yeah that's what I want but every time she calls him he answers and doesn't block her number what does that mean?
