That simply means that this guy has no manners and that he is way too close to you.

Anyone that is so close so that they can blow into your ears are disregarding the rules of privacy and should be put back in their place for infringement of your privacy.

As to the meaning, I can only guess that they are bored with themselves, that they act childishly or that they are attempting to aggravate you.

If there is something I totally abhor, then it would be that someone gets so close so they can blow in my ear. They would get the wack of their lives if they would ever try.
