Why do guys ruffle girls' hair?

The guy I like always affectionately ruffles my hair or playfully messes it up and covers my face with it, and I can never decide whether it means he just sees me as like a little sister or if it could be a bit flirty.

So guys, what does it mean when you ruffle a girl's hair? And girls, how would you see it? What kind of guys ruffle your hair? XD

If a random person did this, I wouldn't like it, but if a guy I knew did it, I would like it, especially if I had a crush on him. A guy did this to me once, and it was because he liked me. But guys are different, so it may not be that way.
