I would say the later of the two options. I run my fingers through the hair of someone I love or like in that way but ruffle every my sister's, cousins and daughters. But then again unless related or I really like them I don't touch chicks hair. I like my hands attached to my arms

Once on a long ass roadtrip we took together. Just looked at me beside him and did that.
Second was when we were just talking and I made him laugh, he did it again. And again. Laughing.
Third was when we were leaning back on a wall together and just talking about life. And outta nowhere he did it again.
