What does it mean when a guy keeps staring at you in a weird way?

Why would a guy stare at a girl (in an obvious way) holding his hand up his cheek (propping it up) with his head tilted towards her just looking at her face? He did this numerous times.. other times he looks at me with watery/gazed over look with rapid blinking.,

He's likely just fascinated or daydreaming When a guy does that, he's probably trying to take you in without even realizing how obvious or intense it looks
