Ok we'll a guy who was interested would have responded (usually): That would be great, or how about this week? Or "yeah we need to do that for sure"
I don't think a guy who was interested would put, "We'll see." That means he doesn't really want to but doesn't want to be an ass/upset you. That is also very vague. If he really wanted to he would have put something more direct like above. I.e. "You busy this week?" or "Yeah for sure."
He would seem a little more upbeat/eager if he was interested or responded more positively. I would let him go and if he wants to he will ask you unless he is a passive guy.
"We'll see" usually ends up being a "no." At least in my experience. The guy doesn't want to be a jerk by flat out saying no, but he doesn't want to say "yes" right away either so "we'll see" kind of buys him more time. You never know though, he might come around later on.
i'm sorry but it sounds like it. he could have said "yes" instead of "we'll see".
