Guy's Behavior

"But who knows what the future holds"... why would he say that?

The guy I kinda like is in a bad place in his life right now, and we've been on and off for a while. I finally put my foot down and said that it's better if we're just friends, and that we should close the "relationship door". He told me that he agreed, but then he said the whole "who knows what the future holds" thing. Why would he say that? Does he just want to keep me hanging for attention, or does he really think we could be together in the future?

To me it just sounds like he wants to keep his options open with no real strings attached, but that's probably just because I'm super careful and overly suspicious with these things. What do you think?
