Usually when someone likes to say your name, it means the person likes you. I think it is a sign that they are genuinley interested in you. However, if it is done too often or at strange points in conversation, I think it could become a bit creepy. It all depends on the tone of the person, but I would generally consider it a good sign.
It is probably just a tactic to get you to be comfortable around him. I've heard this being used (saying someone's name when you talk to them). Although you're supposed to do it sparingly, lol. Supposedly it helps make the conversation more personal, and therefore helps you relate to that person.
He could like you but it is hard to say. I need more to go on.
