When a guy asks "where were you?" then says he was just kidding?

so the guy I'm dating called me the other night and I was in the shower so didn't answer, I called him back in 30 min and when I did he was like " where were you?" you know, it that kind of voice, then he said "just kidding"

so sort of curious as to whether or not he was really just joking

he was serious and insecure- he tried to change it up after he realized how he sounded. He wasn't joking -I bet the house on that! and it won't get nay better trust me!
