Why do guys wait for you to talk to them first?

Their is this guy I like a lot and he likes me back. We flirt back and forth with our body language ,but we never really talk. My best friend talks to him all the time and says he is waiting for me to talk to him. He knows I can be really shy at times and it is hard for me to talk to him.

WHY is He WAITING FOR Me to TALK to HIM FIRST?

Why can't he start the conversation ?

Are you sure he knows you like him? He may just be really shy himself but if he's not certain you like him then he would be worried about overstepping his bounds and possibly creeping you out (which is a bigger concern for shy guys since they're the ones girls tend to think of as creepy). And a shy guy could be entirely oblivious to 'flirting with body languages'-- signals which seem obvious to you could easily be lost on him.

As other people have said, the simple solution is to start the conversation yourself.

Hes either shy or testing to see if your really interested. there's 2 kind of guys: guys that go to the girl and guys who wait for the girl to come to him. I doubt he is shy tho if he is flirting. so yeah jus talk to him show him your not shy, even if you are.

Probably because he is just as shy as you are. One of the two of you will have to break out of your shell for it to be anything more than just flirting.
