The answer is yes, although I don't think it's as high a risk as regular cigarettes.
But anytime you are smoking something you are at a risk for throat/mouth/lung issues. Depending on what the substance is will change the size of the risk, but some risk is still there. People will often claim that "vaping" is healthier than smoking cigarettes, because there isn't tobacco in the substance they are smoking. However, there are still chemicals, so yes there is still some sort of risk.
