I'm having troubles with sleep too recently. Before I used some pills, some of them worked fine. Tried several times aroma lamp with proper oil. Special music with some waves (delta?), which affect brain. Now I seldomly use another thing, which is considered illegal, it works better than pills, works very fast, doesn't have so many side-effects as pills, no addiction, at least for me.

Try powering through that time when you get home and not sleep and do all the homework and shit, I can imagine this will be a nightmare the first few times maybe but it's the best option in my mind. Try going to bed at like 11:30 at the latest and then just go to bed like 30 mins earlier til it's what you think is a good time. Rinse and repeat.
Your naps are too long for one thing. Cut them back and make yourself get up after an hour.
Try taking melatonin that you can get over the counter at bedtime. It's not a "sleeping pill" in the sense that your mom is worried about. Also, do whatever you can to try to shut your brain off an hour before sleep time, so don't watch TV or play video games or be on GaG, etc.

You need to not sleep during the time you get home from school. Try staying up and pushing on through the evening, do some homework, eat, have a shower, talk with friends so you can get sleep out of your mind.
Yep, as others have said take out the afternoon nap. Otherwise I can't help you, I also have difficulty sleeping but I can't nap during the day, so maybe that's the issue.
