I would just call that high blood pressure. I have high blood pressure induced by stress and while I've never had a headache that bad, I could see how someone could.

There's two measurements. Systolic and diastolic. If 160 is systolic, that's high-ish. If its diastolic, he should go to the emergency room. Anything above 70 is not good.

Actually 160 is very high, 140 is the low end of normal high blood pressure.
