If someone moves from Spain to Finland, will his hair colour get lighter in 4-5 years or will just his skin colour get lighter?

Think about the biology involved in this.
If any change to the hair colour occurs, it will become darker, because there will be less sunlight to bleach it.
His skin may become lighter due to less exposure to sunlight, but that will depend upon his genetics.
For example, a typical Mediterranean, who has some North African DNA, will always be darker skinned than the Nordics and Germanics around him in Finland.
In the case of the Spanish, the Moorish Muslims who occupied much of Spain for centuries left before more than some interesting architecture. They left behind a lot of DNA, which is why the Spanish and no longer blond and blue eyed, which they (and the Romans) were during the time of the Roman Empire.

Lol no he might just end up with a more pale complexion.
People with naturally lighter hair actually get slighter lighter hair due to sun exposure, so a light haired person moving to Spain or Italy might have lighter hair than that same light haired person in a northern region, but they'd be more tanned.
If you're a dark type, there's no way for you to change that unless you grab that bleach, which I wouldn't recommend.

The reason why hair gets lighter is because it gets bleached by the sun. As the sun isless strong in Finland, your hair will not become lighter
