BMI under 18.5 is under weight. But for your weight of 45 you are very healthy. Don't worry much. You are just on the border line. Models have even lower BMI then you. They usually have BMI ot 15 to 16. So you are safe.

No It is underweight, when I was 13 I was 160 cm - 45kg/99lbs and I was also considered underweight.

All BMI guidelines say you are underweight (BMI of 18.5 or less), to be overweight you would need a BMI of at least 25, just google it.
