What do you think of someone who's 5'4 and 132 pounds? Is it big, small?

Small to average depending on her shape. Height and weight aren't everything.
But some norms are 120-140 pounds for healthy/fit weight ranges for most girls. If you're under 5'2 the more likely being over 140 pounds is overweight, unless you specifically workout and put on muscle. But 5'4 is average height and 132 is more or less in the mid healthy weight range. 120 is probably your "hot" weight, but you look just fine at 132.

It depends on your body stats. I am 5'5" and 134 pounds. But I look athletic and have a body fat % below 20. But normally your weight is optimal for your height.
