I don't think it is fat. I think it's a tad overweight if she isn't athletic. If she is athletic, I'd wonder how much muscle mass she'd have. Other than that, I guess it would depend how proportionate her body was

I know a gymmanist that's around 135 at 5'5 and she a thick with muscles... but you probably have more fat than muscles... so ya probably looks a little chub

120 is probably ideal at 5'4
