Generally, women- though the typical gym bro example of rarely working legs (myself, very much included) doesn't help the case at all. Women also tend to carry for fat than them and their natural biology is catered towards having a lot more lower body than upper.

In reality, proportions and general examples aside, men are more likely to have bigger legs if they work them as well as the natural size difference men have.

Looks like hers are bigger at top but if he is taller truth measured maybe his are. My girlfriend legs look much bigger then mine. I got skinny genetic legs lol. When actually measured hers are only 1.5 inches bigger. One would think they are 3 inches bigger. My look slim hers look on big side up top.
