Men and women’s bodies are built differently. A man can easily gain a huge amount of muscle within 6 months. However, for women the process of muscle gain is incredibly slow and arduous. As someone else said, it could take at least 2 years for women to see a significant amount of muscle development.
For a lot of women they get put off by the slow progress. They feel that they are not making any progress at all and are wasting their time exercising. So, they give it up.
However, they need to see that they probably have made progress in some way. If you are lifting more than you could when you first started training then that is a sign that you have gained some strength. Becoming stronger is the first step in gaining muscle. Once you have gained some strength the muscle growth will occur as well.
I think Instagram has led a lot of women to have unrealistic expectations of what their body will look like if they lift weights. You can only grow as much muscle as your genetic potential allows you to.

I am here. Most are just ignorant. Women are actually discouraged from getting fit. You have no idea how much judgement I get, especially from other women. I have naturally thicker legs than the rest of my body and since I started fitness I get comments that I should lift less, when in fact they are insulting my natural looks. I am not deformed or anything, but my upper body is tiny and skinny while my lower body is fatter and looks stronger. It alwways looked like that, fitness or not. However, I find it funny how they have saggy butt and straight legs with cellulite and tell me how much I should exercise.
So far lifting only changed a bit the shape of my body parts. Growing muscle as a girl is extremely difficult. It took me like half a year to see a difference just in shape and guys see results in like 2 months.
Muscle on a woman can be a good thing. However bulky huge muscles to where it looks like they take drugs. Are typically a turn off for me.
Toned lean and fit is better in my mind. For a woman that wants to be that way.
Then again so long as she is generally healthy size, weight or height are not really an issue for me.
Fuck that girl is hot. And it's uncommon because being fit is *hard,* and people (especially girls, when it comes to fitness anyway) are fucking lazy. And people don't like to eat nutritiously-- we like to eat bullshit like potato chips and frozen dinners. Everyone knows this.

As for why muscular women are so rare? Most women rather not have muscles or they assume lifting weights will make them look "masculine." 🙄

Almost no women will fit your fitness definition
What makes someone fit? Is it merely muscle mass?
Or is it cardio?
Is it excelling in a particular athletic sport?
Is it a combination of all 3?

And I mean exactly that— sold. By the beauty and fashion industry. There was a fascinating study published in Maxim, where men built the “ideal” woman in photoshop, that took the traits of various public figures and combined them. Women were asked to build what they thought the men would make. The differences were interesting.The reason is a combination of that body type not being something sexually appealing to strive for and for women that do strive to look that way, they just don't have the genetics to get there like men do.
There are plenty of fit women out there, it's just that you only like one specific kind of fit. Women were for before bodybuilding was a thing. Because women could step out of their houses and move about in free clothing.
Because women have it so easy in the sex market that that they don't have to work on themselves as much to still get attention from men
