Its 7,6 grams of sugar for the entire dish, you have to read the small print on top, as it shows the nutrients for one portion of 200 grams which is half.
But its not too much sugar, you have to compare it to your usual sugar intake per meal, in order to see how much sugar you eat less.
Added sugar isn't good for you but, assuming you don't have serious conditions. And you're healthy now. The liver can hold 100g of fructose. Processed sugar is 50/50 glucose and fructose.
So the body can handle 200g of sugar assuming your reserves are empty. But realistically you shouldn't have past 100 because you likely already have some in there.
You're fine having 3 grams of sugar. It's a drop in the bucket.
No, it is too low you need more carbohydrates in your diet. If you have three meals of similar carbohydrate intake you will have about 100 grams for the day. This will lead to losing weight.

Why is there sugar in that?
If I recall correctly US says that about 38 grams a day it's ok. I'd suggest to limit it as much as possible.
Crystaline sugar for better taste.
Also sugar like lactose/fructose/glucose/... which is naturally in veggies/milk/cheese/... and you can't get rid of it.
