Well, you are stronger than some, but it really depends on how well you do essentic and isometric contractions with that. Seeing how a healthy 2 year old can weigh above 25 lbs, you may struggle with that if your only able to to hold up to 21 lbs per arm. To me, that's not super strong for a guy, but it all depends on what you are trying to do and such. Are you able to hold at least 50lbs with both arms? That's the standard requirement for most working environments that require more manual labor.
Well it's not enough to brag about. I would say that's okay at best, and quiete possibly on the weak side.
