my height is 5'4 tall and my weight is a low 102lbs, but somehow anyone who has the same height and weight as me looks much tinier. How can that be? I look pretty average (people estimate me at 120lbs)

It's genetics I think, also muscle under the skin can add thickness and make it look like you are bigger because the muscle pushes out the flesh.
Is this with you dressed? Because it could be the clothes you wear that make you look bigger, such as baggy clothes.
Maybe it's because of your height. I would not go any lower with your weight. You may be a little underweight.
