Of course that men can use lip balm.

A lip balm's main purpose is to hydrate the lips, mainly in Winter when temperatures are low and the air humidity reduced. This combination causes dry skin and lips to crack. A good lip balm prevents or at least reduces the drying out and cracking of lips.

The use of lip balm is not the sole prerogative of women but is for anyone that is a little concerned for his/her skincare. It does not mean that if a man uses lip balm he is a sissy or a weak person. It means that he takes care of his skin.

Dry or broken lips. Is broken the word for it in English? It looks like small cracks over your lips. Most people have it happen a few times at least.

Where I live, Sweden, while there are many options it is generally agreed that the best one is the Army's lipbalm. Which doubles as provisions if somehow that is all you had to eat.

There are naturally other options with better taste and alike. But out of habit most of us use the army one. Many people will have one in their little medic kit at home.

Yeah I use it, you try being outside at -10c or lower or being out side in the summer for hours when it’s 40c

i mean duh? men get chapped lips too. literally any lipbalm will tend to help, but vaseline is a main one here so probably more used by the male populace
