I don't know. But when i tore my ACL.
I was told that women need to work more on our cores and legs because they are naturally weaker than men in those areas making us suseptible to knee injuries. It's why women have so many knee injuries playing basketball.
And then i was on the sideline recovering and looking at all the knee braces on all the players.
I never noticed how like almost everyone had some sort of knee problem on both teams.
Maybe that is also the answer to your question
Most girls do not have it during puberty. I don’t know why you think this? A few little girls nursery/preschool age might, but it gets better as the legs grow and straighten.
If an adult has this, and it causes knee pain and problems walking, they should see their GP.
Looking at the picture I'd say it's because she spent her whole life being able to balance on her feet just like a boy. But once weight starts collecting more in the hip and thigh area (which is normal for mature females) then it changes how it feels to balance. Also maybe she's used to the knees being close together like in the "before" picture. Suddenly she would need to learn how to walk/balance in a new way.
hormonal imbalances can be a major factor in this. puberty can create a lot of turmoil in the hormonal balance. a strong estrogen level over a longer time span causes knock knees while a strong testosterone level causes bowlegs. so that's why knock knees are very closely associated with femininity.

I'm not sure that most girls do have knock knees at that stage but if it's true that it is common, I think it's probably because there are changes in the growth rate of their legs in proportion to the rest of their body. So it might be an adjustment to that.
I think it looks really cute so if it's something that you have that's bothering you I wouldn't worry about it. I think a lot of guys would find it cute.
I would guess that it is linked to the widening of the hips during puberty, pelvis and legs growing with a bit of a spurt. These changes to the pelvic area due to hips widening can change the angle of the hip bones.

I always thought it was because women have wider hips. The wider hips change the way weight is distributed on the joints.
Women have this more in general because of wider hips.
I thought it was from "W sitting" where they sit on their knees but put their weight on their calves until they move to the side.
Puberty is when their hips start to expand to make a path for future babies to slide through so, they kinda have to relearn how to walk.
