Should I keep tampons under my sink?

No, this is a nice thought... but that's not something you need to worry about. Women will take care of that. If you end up in a long-term relationship where she's spending extended time sleeping at your place... then SHE may choose to start keeping a box at your house (and will tell you that's what she's doing).

It is definitely weird for a guy to have a box of tampons at his place, unless his girlfriend put them there.

I think though, that your heart is definitely in the right place. Just... don't do this particular thing. It's a bad idea. But... again, I think the sentiment is right.

Yes. I am gratefull for every guy who has emergency tampons at home. You may never need them and it is a rare situation, but one small package is not expensive. If they are ever needed it can save the day.
Depending on the women at your home, keep them in the open. Asking, when there is not a sign you may have some, could be awkward for some.
