Guy playing with fiancés hair?

A guy my fiancé had been involved with in the past was in town while she was at the bar. According to one of her friends he was playing with my fiancés hair and she didn’t do anything about it, like ask him to stop.
she was honest and told me he was in town without me saying anything.

I guess when they were seeing each other he was the one who ended things and they remained friends.

how should I handle this?
