What does it mean when he is playing with my hair?

I started working with this guy 4 months ago. I can feel a strong mutual attraction between us. We always seem to find some way to talk each day even if it is only for a few minutes. Here the last couple weeks he has reached over and swept my bands out of my eyes and when he talks to me he often gets a smile on his face. He flirts with me and teases me in a friendly way alot to.

I think he likes me but there seems to be something holding him back. Am I reading his signals wrong? And if I am, why is he playing with my hair?

NO you're reading it very much correctly. I mean he's trying to be very smooth with the hair thing. He's definitely into you but may not know how to take it to the next step. Maybe you make him shy.

I am shy, so I am not sure how to move things along. I really like him, but I don't want to appear desperate.

I am really into him. I am just shy. I have really put myself out more than I normally would. I like him but I am not sure how to take this to the next level without looking desperate.
