We were just sitting around and the radio was on. When the romantic music came on he started caressing my hair and shoulder and was completely silent.
He was so quiet, I couldn't even hear him breathe. He did this for like 4 minutes. Why?

A little more context could help but I think he has feelings and he wants you feel safe. He's not going straight for the gold because he's either a little afraid or he notices that you are or both. These can be purely friendly moments too, but the romantic music thing... he wants you to feel special and he's leaving a little room for you to decide for yourself. It could also be a manipulation game... if I were you I would judge that based on how comfortable or afraid of it you felt at the time.

He likes you. He wants more from you. If he's just a friend he wants to move out of the friend zone. He could have also been in the moment and wanted to get some. I'm more of a romantic so I tend to lean towards he wants more from you. Guys normally don't caress a woman hair if they don't like them.
