He brushes the hair out of my eyes, what does this gesture mean?

Every now and again my best friend (male) would start to brush the hair out of my eyes and brushes his fingers through it... he only does this at least once every day.

Once in Primark, I was stood in front of him helping him pick out clothes when he just started to brush the hair out of my eyes. It was an instinct to look up at him and think 'what are you doing?'. He didn't answer but just looked into my eyes. A few girls at the other side were looking and I heard them sweetly say "awww".

The last time he did this was a few days ago, we were on the bus and he had his arm around my shoulder. Then he just started brushing my hair with his hand. I don't stop him because I actually like it... but seriously what is the deal with him brushing and sweeping the hair out of my eyes?
