If a man or woman flirt consistently with the same person is that the sign of a bad marriage (eg something isn’t quite right and they are seeking attention outside) or are some people just naturally inclined to do this even if it doesn’t bode well with their husband or wife?

Not necessarily. I know of this much older man (in his 70s) who is a flirt but he’s completely harmless so it’s just banter.
If flirting becomes meeting in secret, secret messages, with intent to become physical, that’s when you should worry.
