Who to ask to be a bridesmaid?

Hey guys. Trying to figure this out. So I ordered two girls almost the same thing. One of the girls I’m considering we’ve only known each other for a little over a year and just started talking here. Was a real busy weekend with Easter so I haven’t heard from her at all. The other is my future sister in law. I don't know if I want her in the party itself or just as a personal attendant. Only having 4 and I already have 3. I did order my friend here the correct bag for the bridesmaids but also ordered a similar bag for my future sister in law. Who would you choose here? I know my future sister in law would make it all about her. Just need your thoughts on this here.

Update: I just ordered the same bag for the future sister in law and can give as another gift itself.

Why only 4... my parents had 17 bridesmaids

Fiance only has 4 friends. I’m in a male dominated field so I don’t have very many either

Oh right... my mother had her friends their daughters, her sister, a few cousins and then my father's nieces (all 9 of them)
