Should I give the third person a gift too?

Four of us are meeting up for dinner and my two closest friends are having birthdays soon. Should I give the third one something, although his birthday isn’t for a while? Or leave it? Give it to him closer to his birthday? I don’t want to offend him…

You don't need to, nor would they expect it. Everyone understands that birthday presents are for birthdays.

But if you WANTED to give them a token gift so they don't feel left out, tell them the reason, and I think they'd politely thank you for it and give you bonus points. It is NOT obligatory or expected though.
