None of us have any money and I have bought a $25 framed painting of a red tiger lily, floating in a pond. Is that an adequate birthday gift?

The gift itself is appropriate and he'll like the fact you took the time but whether he likes it is a different discussion.

For $25 you could get a nice bottle of wine, a decent bottle of rum or whiskey, a good book, a pair of movie tickets. So, yes, the picture is appropriate but it may not have been the best choice.
