Can’t they just be like “Girl, you don’t need that Reese’s, you’re trying to eat healthier”?
That’s changing. I was part of a major renovation project for a national supermarket chain. They’re starting to build convenience centers near the entrance that includes healthy single serving meals, snacks and beverages. I’m certain that this reflects a change in societal values, because this is THE last supermarket chain i would ever expect to market healthier choices to its customers. Ell oh ell!

Because an impulse is something that you do without any planning at all, or at least not very much planning. When you are in the checkout line you are planning to pay and leave. Not think about things or look around anymore. Therefore, the things by the check stand are designated as impulse items appropriately.
The store's job is to sell merchandise not worry about your health. I love chocolate and I have no problem standing in checkout line with candy bars on both sides of the isle.
I used to buy chocolates which were always next to the aisle. But a lot of the choices seemed healthy such as the 90% dark chocolate option.

To make you wanna buy them! If they were somewhere else in the store, you wouldn't go hunting for them but, as they're there at the check-out, you see them and get an urge to buy them BECAUSE you saw them!
Impulse. You said it! Plus they keep the candy at eye level for the kids and the magazines at eye level for the moms. Capitalism is a brutal science.
I believe those items are the most likely to get shoplifted?
people are a captive audience while they are stuck in the checkout line.
