I was born in the wrong country but I can't move, what can I do to feel better about where I am?

I'd be happier living in Tokyo, I tried to learn Japanese but I failed miserably.
I'm also terrified of flying, being in boats, and getting deported.
How can I make my area more like Akihabara?
Is it possible to build a new city in this day and age?
And if not, how would I go about recruiting people and getting the funding and support and permits needed to create a metropolitian shopping district that caters to geeks and gamers?

R u in a developing country?
It makes you feel like that. happened to me, I was lucky enough to get a educational loan to come to UK.
I do feel I have achieved something. But I feel I am completely lost, I only look for love.
I don't know why it has become my priority somehow.
