"Ex" of 3 years still ignores me but stares when I'm not looking...

So, I can't even call this guy an ex-boyfriend. Instead, we had a very complicated, romantically-charged friendship for several years. We both admitted strong feelings for each other, but he was starting a business and getting over a failed marriage so we were taking it easy and letting things unfold slowly. In other words, at no time were we ever officially dating.

One day, a new girl moved into the neighborhood. He quickly became smitten and they started dating. Given the nature of our "friendship", I was pretty devastated, so I distanced myself completely. He kinda freaked out about what he called my "disappearing act" and we ended up having a big falling out over it. A few weeks later, he and the girl broke up and he told several mutual friends it was my fault. (I've never spoken a word to the girl, so I don't know how he was holding me responsible for anything that went on between them.)

Anyway...fast forward 3 years: We still don't speak. I tried to test the waters once to see if we could at least be civil to each other, but it went really badly. I do my best not to go places where I know he'll be, but we still run into each other a few times a year. He always ignores me, but will walk up and talk to everyone around me...including whoever I'm directly talking to at the time. The weirdest part is I often catch him staring at me (my face, not my body) out of the corner of my eye when he thinks I'm not looking. Several other friends have noticed him stealing glances, too. They say its not a cold stare...just a prolonged one. And he always looks away when I turn my head.

So, gentlemen, what gives? It's been 3 years since any kinds words have passed between us. He's been dating someone new for about 6 months and, from what I've heard, it's going well. So, why is he still acting this way? Do you think he's still angry, or do you think he regrets how things went down but is too proud to discuss it? I'm kind of at a loss, so any insight would be appreciated...Thanks!
