Don't worry about being underweight, I know girls who took "you're so tiny" as an insult instead of a compliment and tried to gain a bunch of weight. Unless you're not eating as much as you should or starving yourself you can't really look that bad, 98 is fine.

That is way to light, especially for 16. I don't even need to see your diet to know that you aren't getting enough nutrients that you need.
I really think pics could help. Some skinny people look ill at your weight, some look okay.

Avg weight for 5'5" is 125. I'd prefer 110-115. But it's mostly proportional. So if you have slouchy shoulders, then yeah it's too thin. If you want to gain weight, I'd hit the gym. 5 lbs. of muscle shouldn't be too hard to gain
You may want to gain a little weight, so you are like 105 or so, I'm 5'8 with 110lb. It matters about the bfp though (look it up), At this moment, i'm at 7.4bpf... With the shortness? Screw that :D Short people are awesome!
You are a little underweight. Try being more sporty to gain muscle which will give you good weight. Plus, it's healthy to work out and play sports.
5"5 is pretty good and 98lbs? nothing wrong with it! :D just put on some muscle if you want to go up in weight a bit.
