Social attitudes to various aspects of society ride roller coasters where things are acceptable at one point in time then decades or centuries later they are not, then those things may become acceptable again. It was not until early in the 20th century where it became acceptable again for men to go topless themselves. Men going topless did not correspond well with gentlemanly behaviour. Just take a look at the image below taken in the 1920's showing that men also covered themselves up when they went swimming.

Over time it became more and more acceptable to show more skin, shown by the fact that both female and male swimsuits have become ever more revealing. Woman being topless is becoming ever more acceptable, and in most western countries its not considered illegal, just not the done thing. While I think woman should have the choice, I do believe if more people went topless in general public areas (not beach), it would lead to more sexual assaults. There are far too many guys already who cannot keep their hands of woman, what will happen if the breasts are exposed to be touched? I personally probably stare more with attraction.
So we will see, it is changing but how common it will become is yet to be seen. It is still considered a sexual organ to many so unlikely to be shown by all. Though end of the day there are so many men with big fat flabby bellies I wished they kept them covered themselves lol.21 Reply

Breasts are "Felt up" when making out, what's the other body part fondled during making out? That's right. The two are connected for many men. Not many women get breast reductions.

It all depends on what society views as inappropriate at the time. These things don't just change instantly, they change gradually.
Look at this site on the topless timeline. 1450, "During the 15th century and up to the Renaissance, going topless was not uncommon for women. Showing their legs and ankles was more risque then" - Would you rather live in a society that allowed your bare breast to show, but showing your legs and/or ankles was risque? Or in a society that we have now where you can basically be completely nude as long as your nipples are covered up? It's part of society and thing slowly change. Eventually women going topless will appear again, but something else might take its place in not being able to show.

Men are seen as more "perverted" in our society and women aren't simply because the female sexuality is oppressed more. This double standard affects both genders.
