FYI, girls/women are actually allowed to walk with no shirt in the following countries:

*Netherlands (in most beaches, lakes, rivers & outdoor recreation areas)
*Germany (same as in Netherlands, but also includes public parks)
*Austria (same as in Germany)
*Denmark (all beaches)
*Spain (all beaches)
*Portugal (same as in Spain)
*Northern & Central Italy (beaches only)
*Croatia (all beaches)
*Greece (most beaches and islands)
*Australia (most beaches)
*Sweden (legally allowed on beaches, but uncommon due to muslim immigrants in Sweden)
*Norway (legally allowed on beaches, but uncommon)
*Hungary
*France (mainly on beaches in Southern France, but due to the negative US movie/TV media influences on French society, many French girls have chickened out and choose to wear bras instead. It may also be because of the large muslim immigrants to France.)

*Canada: Women are legally allowed to go topless in Ontario since 1992 but unfortunately due to conservative colonial elements in Anglo-Canadian society, most Canadian women/girls are too scared to do it public.
*US: Women are legally allowed to go topless in New York but due to peer pressure from conservative colonial carryover traits of US society, most are too scared to do it.

To answer your question, the United States is not yet completely the land of the free. Arguably, the women/girls in the Western European countries enjoy more public freedom than their female counterparts in the US.

I think a lot of women need to realise men won't really like this idea. I'll tell you why. Most women with natural tits sit down. Majority of breasts are only perceived attractive when they are up. If a women has big breasts they will sag and that's nasty. It won't benefit women like they think it will.

This is actually a very interesting question as most answers would be 'because breasts are arousing' when in fact, it isn't actually in our nature to be sexually attracted to breasts, we were actually conditioned to think that breasts are a sexual organ. People have visited tribes in Africa and all different islands and have found that they laugh when they hear that men are sexually attracted to breasts in our countries and that they must stay hidden. They reply with things like 'are men over there babies?' 'Do they miss their mummies?' In truth, boobs were only hidden because humans in our countries went through a stage where women had to cover every part of themselves (according to religion) as even just showing a leg was considered extremely sexual and would turn a man on, it shows how much of an effect public opinion has on how we feel about things. I honestly don't know why it's chests that carried on having to stay covered though... their only purpose is to feed babies... if men (or women) were exposed to them everyday and they weren't some 'special surprise,' they wouldn't be turned on in the least.

Boobs are an erogenous zone and they are erotic in most cultures and most countries.
But honestly, I don't see why some women are offended when we say that breasts are sexual. It's flattering to know that our breasts have an effect on men and that it turns them on. It's so exciting to feel like my naked breast can have so much effect and power on men (my future man).

It would be sad and boring if breast were to be turned into "Normal body part".

Because it's the law, if you think the law is unfair it's because of this mindset.

Many people say that the things we attribute to gender are social constructs and have no real purpose. Like there's no "natural purpose" for girls covering their boobs but guys are ok to walk free, if you are going to express this mindset then also wearing clothes in general is a social construct.

Like it's not fair we have to wear any clothes, many early humans were just naked, it wasn't sexual or anything, it doesn't have to be sexual, and many tribes today still walk around naked like tribes in south america or africa.

So why even wear clothes, clothes are social constructs also, it gets hot, why wear fabrics that conceal heat inside our bodies. Being naked is natural. It doesn't have to be sexual.

So if you are going to argue for that then you might as well argue for humans to be free to be naked because there is nothing wrong with being naked, it's actually healthier and it's natural.

Legally. I believe a female can, if she's wearing a bra. Same like a guy can legally walk around without pants and without shorts, as long as he wearing underwear. However, just about every place of businesses has their own rules and won't allow someone without a shirt or pants, go in, despite it being legal. Also, schools don't allow it either. As far as just outside goes, though not illegal, you might get a weird look by people. Probably not wise unless a model or at a beach. I don't know the current status of it, I know there are some places (I'm talking North America here) where it's legally allowed and some where it's not.

Talking with people about it, I think it's mostly a taboo thing. Most girls/women I've spoken to say they support its legalization, but would never do it themselves even if it were legal.

Therefore I think it's more a taboo thing where the majority of people either support it or don't care and it's a vocal minority who oppose it and no one wants to say anything.

The third is when we were going up we got conduction to be without a shirt. Becuase our mothers would strip their sons of their clothes and have him be naked with girls and women around.
